Can I get GL coverage for tower work through a standard market carrier?

Generally no. Standard admitted market carriers (the companies your local retail insurance agent typically works with) do not write tower contractor GL without height exclusions. The loss severity associated with work at elevation, combined with the relatively small premium base of the tower industry, makes it unattractive for standard markets. Tower contractor GL is almost exclusively written in the excess and surplus (E&S) lines market through Lloyd's syndicates and domestic surplus lines carriers that specialize in construction and energy risks. Access to these markets requires a surplus lines broker or a retail agent with surplus lines binding authority. This is why many tower contractors end up with height-excluded policies initially. They work with a general commercial agent who places them with the only market available to that agent, which is a standard carrier that adds a height exclusion. The contractor may not realize the exclusion exists or may not understand its implications until a claim is denied. Working with a broker experienced in tower and telecom placements ensures proper market access from the start.
